2015 Medicare ACOs – A Blueprint For P4P For All Payers?

"....accountable care organizations (ACOs). The concept—groups of primary care providers coordinate care for a specified population with the goal of reducing costs and improving quality of care—..... a value-based purchasing model for Medicare. But ACO-like models are now used by both Medicaid and commercial insurance plans, and currently, about 15% of the U.S. population (49 million people) is served by an ACO (see 15% Of United States Population Served By An Accountable Care Organ...).

The strategic question is not whether the ACO model will be adopted across other payers (there are currently over 300 commercial ACOs and 60 Medicaid ACOs), but whether the Medicare model for pay-for-performance (P4P) model will be adopted for other payers and other payment structures."

Would our industry benefit from this approach? Why or why not?

2016 MACRA Finalized, Changes To Medicare Payment System Start January 2017

"On October 14, 2016, the federal Centers for Medicare & Medicaid Services (CMS) released final rules to implement the Medicare Access and CHIP Reauthorization Act of 2015 (MACRA), which will transform how Medicare pays physicians, in a shift from fee-for-service (FFS) to value-based alternative payment models (APMs). The new approach goes into effect on January 1, 2017. It affects about 600,000 clinical professionals who provide Part B services to Medicare beneficiaries. The federal budget for fiscal year 2017 projects $192.9 billion in gross fee‑for‑service spending for Medicare Part B. The structure under MACRA . . ."

Would any "learning" entity that accepts federal funding be able to shift the way it compensates its employees? Would professors, school teachers and workplace instructors be willing to shift from a pay for services to a value based reimbursement model? Would this allow us to increase compensation related to increased outcomes?
