2014 Add COOs To The Endangered Species List?

Are CLO's endangered as well - it appears that we are moving to a focus on "Talent" and away from "Learning." We used to talk about "Performance." Is it still in the conversation?

The article talks about the movement away from COO's to more strategic business units reporting directly to the CEO.

I often comment (to make a point) that the more strategic the training need - the less likely that the decisions regarding the training are made by the CLO or HR. Will Sales Training, Customer Training, IT Training, Channel Partner Training or Customer Service Training ever report to HR?

What if the Corporate Training Department were to become a business unit with a requirement to prove that it was adding value to the functions it served (including the ones listed above?)

What title would apply to the business leader of this unit? What would their career path be?

"....just a couple months ago, federal authorities reported the largest ever bust for health care fraud, leading to 300 arrests (including 60 licensed medical professionals, 30 of which were physicians) for $900 million in false billings to Medicare and Medicaid (see Feds Charge 300 In Nation’s Largest Health Care Fraud Bust)."

What is fraud? Must it be illegal to be considered fraud? ("wrongful or criminal deception intended to result in financial or personal gain.")

If we assert something that we cannot prove for the intention of financial or personal gain - can we be trusted?

Might there be different standards for training, learning, and performing?

The recent ISO standard for learning metrics includes separate metrics for efficiency (training?) effectiveness (learning?) and outcomes (performing?) How do we optimize these three perspectives?
