What is the risk to the purchaser of a value-based service?

Is there a risk in being unable to find service providers who can provide the value needed? Yes - money may have been saved but the time and opportunity costs are not recoverable.

The goal of value-based reimbursement is that it should force the provider and recipient to identify and eliminate to the best of their combined abilities those factors that would impede the desired outcome.

This is important for Accountable Learning Organizations to understand. As a purchaser - who would you prefer to purchase from?

1.  A provider that is not accountable for outcomes

2.  A provider that is willing to accept lower fees for not providing the outcomes and then goes away

3.  A provider that works with you to identify and eliminate impediments to outcomes
