It is "near and dear" to the purpose of this discussion group based on the following hypothesis:
Might we consider training to be a form of mental health services? Is it reasonable to view a performance deficiency that is a result of not having the skills or not applying the skills effectively as something where the science of mental health might be used to accelerate measurable improvement?
If so - might compensation and remedial processes validated by mental health organizations also apply to learning?

The bottom line is that while uncompensated healthcare seems to be reduced that there are uneven results in terms of debt collection. The article is worthy of study for those wishing to understand this.
The reality is that even when something is "free" - whether education or healthcare - that someone pays - whether taxpayer, co-payer (i.e. insured,) insurer or charity - and sometimes these entities may have challenges with paying.
What would be the impact of having education insurance? it would negotiate rates, establish deductibles, have co-pays and limit out-of-pocket expense. What would it take for this to be viable?
