This transfer of locus is what the workplace has experienced for much of my lifetime - and we have moved beyond this now to "performance assurance."  While "mastery of content" may have been our stated goal at some point - we have always known it is not enough. And - in fact - it may not even be needed...unless we intend to teach others... and yet if the control of the learning is being transferred to the "student"...do teachers still need to be masters of the content?
