Would it make sense to manage "training" and "change management" from the same budget and have it overseen by the same department?
Does the adage - "an ounce of prevention is worth a pound of cure" apply here? With training and change management - which is prevention and which is cure?

VBR works best as a "win-win." Certainly the provider needs their client to win in order to receive the payment they desire. Conversely - if the client is happy with the outcomes - they would also likely be happy to not have to spend time and money finding a new provider.
