I wonder how much of our NonProfit healthcare services are delivered by for profit organizations? I am OK with this but I think that the general perception is that healthcare is a nonprofit industry.
Similarly with education we have a sense that it gets delivered without profit. What feeds these myths? Are these myths helpful? Does the nonprofit focus attract a different type of leader?
It appears that outsourcing is the solution that is being utilized widely in healthcare. Would this also make sense for education? Will it ever make sense for workplace learning to be outsourced?

Well apparently not based on the article - or at best - not yet.
It is intended to - isn't it? If not - what is the purpose of measuring performance?
What continues to amaze me is how the healthcare industry attitude seems to be that accountability for patient outcomes is new? Perhaps I am jaded because I have heard the training industry either overstate its claims to accountability or defend why accountability is not practical. So I cannot imagine that accountability is new to either industry. What perhaps is getting old is the ability to hide from accountability.
Is it possible to factor the patient/learner's interests into the accountability decision?
Can there be an intake process to determine the likelihood of success?
Can there be a disengagement process to prevent spending good money on top of bad money?
Education has these processes - can healthcare learn from education?
