Lever 1: Robust Continuum of Care – (Sounds like continuous learning to me!)
Lever 2: Commitment to Quality – .(We "talk" quality - but do our learners "walk" quality?)
Lever 3: Willingness to Accept Financial Downside Risk – (Let's not find fancy ways to avoid this one!)
Lever 4: Develop Strong Partnerships with Insurers and State Leaders – (Yes - there are others that might have to carry the burden if we fail - or will experience savings when we succeed - let's understand each other - and each do what we do well - in a 1+1 manner vs. a 1-1 manner.)

Are you aware of any measurement scales related to workplace performance improvements? Do we know for sure why someone is not performing to expectations? Is it important to know this?
