The concept of dual eligible was new to me so I needed to learn about it first - https://en.wikipedia.org/wiki/Medicare_dual_eligible
A couple of take - aways -
1. The systems do not talk to each other (Medicare and Medicaid) - similar perhaps to how the LMS and SFA systems do not talk to each other (will the xAPI solve this?
2. The measurements described in the article seem to focus on reporting what can be measured vs. what is relevant to be measured. What risks does this present? This is similar to measuring course success based on enrollments vs. outcomes experienced by the attendees.
