Just as we have activities that are better managed by private entities as opposed to the government it it likely that there are training/performance activities that are better managed by the lines of business than by the corporate training organization.
Are there also training activities that are better managed by the individual than the lines of business - might this be the "ultimate" in privitization?
What are the benefits of this "ultimate" privitization? the risks?
What would the role of the corporate training function look like if either form of privitization were to accelerate (to lines of business or individual?)

A third area to consider (aside from individuals or business lines) would be external providers.
My assertion is that by shifting resources to:
1. Support business lines self-sufficiency
2. Individual initiative
3. External providers
that the corporate training function would increase its effectiveness because:
1. It would be focused on business results vs. course development and delivery
2. It would have access to the best solutions available vs. predicting what skills to develop for its own needs
3. It would focus on assuring effectiveness/assimilation vs. predicting ROI
What thoughts challenge this thinking?
