3. Insures against the violation of the rules

4. Makes disbursements to motivate the rules

5. Implements the rules

6. Manages the implementation

 

What happens if the responsibiliity for all these functions resides in the same entity?

Does this lead to the highest quality?

Does it lead to cost effectiveness?

 

Within the realm of workplace learning where is the responsibility for:

 

1. Deciding which courses must be offered or taken?

2. Facilitating these decisions?

3. Insuring that the decisions are adhered to?

4. Compensating in a way that reinforces the decisions?

5. Delivery of the training?

6. Management of the delivery?
