Is the current form of training designed to deal with:

3. The impact that a single individual (inside or outside the company) can have on a company's brand and profitability?

Is it possible for more government to cost less than less government? Yes - with efficiencies that allow more workers to be more productive and hence generating more tax dollars as well as government being asked to do more with less as a device to motivate innovation.
How many pieces of mail did you receive 20-30-40 years ago (including email.) How many do you receive today? What did it cost per item back then to per item today
Is it possible that we could receive more learning today than 20-30-40 years ago at a lower cost.
What about efficiency you may ask? Good question - how efficient was training 20-30-40 years ago? How efficient is it today? Do we have an agreed upon method of measuring efficiency? Do we need one?
