Where does the corporate training department have authority? Does it also have the responsibility for the results in those areas?

 

For example, the training department likely has authority for the schedule of classes and the availability of required information. What responsibility does it have for the performance of someone who cannot be trained in a timely manner because of the schedules?

 

What areas of responsibility does the corporate training department desire that it does not currently possess? What authority must accompany those responsibilities? Is it likely to be granted that authority? What could be done to insure that it would be granted the authority?

For the last year or so I have been discussing the concept of an Accountable Learning Organization - ALO(sm) - it is related to the concept of ACO's - Accountable Care Organizations that are developing in Health Care.

A concept I am formulating is the following. If I am to be accountable for the results of those whom I teach (or provide health services to) may I also have the authority to determine who I can help and what they must do with the help I have provided?

Is my work legitimate without that authority? Does this also apply to consulting or coaching if we wish these roles to be accountable for results? If not then how can we expect to measure the impact of training, consulting or coaching?
