Much of knowledge work is complex? How can training be held accountable for training knowledge workers if in fact the outcomes are unpredictable?
Where does the "accountability" for results exist?
Does it matter if training is connected to the source of "accountability?

Drucker elaborates on the complex systems theory by explaining that in complex systems statistically insignificant factors impact the outcomes. He offers that while climate is predictable - weather is not.
With training even the topics that we might deem as predictable - do change - more rapidly than the climate. What we deemed as effective selling or effective customer service in 1990 or 2000 or 2010 might not be effective in 2016.
How do we assure that teaching about the "climate" is a means of being prepared to deal with the "weather?"
