As a support function training is caught between two cost and value equations that have minimal overlap:

"Internally (the training function)" there is the cost and value equation related to developing and delivering training.

"Externally (i.e. the learner's perspective)" there is the cost and value equation related to the time to proficiency and the impact to performance.

How is the training function impacted by what is important to the learner (i.e. time to proficiency and impact to performance?)

How is the learner impacted by what is important to the training function (i.e. development and delivery?)
