Recently one of my corporate clients referred to learners as being either "vacationers" or "prisoners."
Neither description implies a legitimate correlation to the motivations that created the learning opportunity.
What can the training organization do to ensure that the learner values the training in a manner that is consistent with the purpose of the training?

If we offered the learner the opportunity to use the money that it costs us to train them and gave them the choice of while being accountable for their business performance they could:
1. Give us the money back and attend the training we had chosen
2. Use the money for training they found/created on their own
3. Use the money for another purpose of their choice (including - buying additional vacation time)
What choice do you think would be used most often - why?
What would be the implications of choice 2?
Is the assumption of accountability for performance fair? determinable? desirable?
